OngoingEnvironmental and Social Management Framework, Balochistan Human Capital Investment Project (BHCIP)
Overview
The Government of Balochistan (GoB) has prepared this Environmental and Social Management Framework (ESMF) for the Balochistan Human Capital Investment Project (BHCIP), with financial assistance from the World Bank (WB). The project is implemented by the provincial Planning and Development Department through the Health Department and the Secondary Education Department (SED).
The ESMF has been developed to ensure that all project activities adhere to national and provincial environmental laws as well as World Bank safeguard policies, addressing any potentially negative environmental and social impacts of the proposed initiatives.
Project Development Objective (PDO)
The development objective of BHCIP is to improve the utilization of quality health and education services in selected refugee-hosting districts of Balochistan.
Key Components
The project focuses on filling both supply-side and demand-side gaps, strengthening service delivery systems through improved management and governance. It is implemented in four high-priority districts: Quetta, Chaghi, Killa Abdullah, and Pishin.
It comprises two major components:

Component 1: Improving quality and utilization of primary health care services.

Component 2: Improving availability and quality of education services.
Regulatory Framework
The ESMF is aligned with the national/provincial legal and regulatory requirements, primarily anchored in the Pakistan Environmental Protection Act (PEPA), 1997, as well as provincial environmental protection acts.
In addition, the following World Bank Operational Policies have been triggered:

OP/BP 4.01 (Environmental Assessment): Requires environmental assessment of projects proposed for Bank financing.

OP/BP 4.12 (Involuntary Resettlement): Applicable to any land acquisition or restrictions on access to resources under the project.
Environmental & Social Screening & Categorization
This ESMF outlines the prerequisite environmental and social screening and assessments of proposed project activities.
BHCIP has been assigned Category B by the World Bank due to the small scale, localized, and generally reversible environmental and social impacts of its interventions. The project is not proposing major infrastructure or industrial development.
The framework provides:

Basic screening criteria.

Types of safeguard instruments to be developed.

Generic mitigation measures.

Institutional, monitoring, reporting, and documentation procedures.
Mitigation Measures
The ESMF proposes generic mitigation measures for various project activities.
An impact assessment has been carried out as part of the study to guide the mitigation of anticipated environmental and social impacts. The overall impacts of the project can be mitigated through proper planning and management during the construction and operational phases.
Key mitigation areas include:

Construction Phase: Dust and air emissions, water quality impacts from untreated sewage, and solid waste management.

Healthcare Waste: The healthcare waste, including infectious and toxic waste requiring special procedures, is addressed through a separate Environmental and Healthcare Waste Management Framework (EHCWMP) prepared alongside this ESMF.

Water Quality: The framework also addresses potential water quality impacts and provides generic mitigation measures for construction sites.
Grievance Redressal Mechanism (GRM)
BHCIP will have two separate complaints mechanisms – one each for the health care component and the education component – to ensure that affected people have a channel to voice their concerns and seek resolution.

For Education Interventions: BHCIP will leverage an existing Grievance Redress Mechanism (GRM) established under the Balochistan Education Project. Under the Project Management Unit (PMU) – Education, the Project Director is responsible for complaints management.

Grievance Redressal Committees (GRCs): The complaints management will be handled through three separate GRCs. The GRCs will assess each grievance/complaint and decide whether to accept it for further processing or reject it.

For Health Interventions: A three-tiered mechanism is used, where complaints are forwarded to and resolved by the respective health care facilities, District Health Departments, and the Provincial Health Department.
Budget & Disclosure
A total amount of PKR 22,742,240 has been allocated for the implementation of the ESMF. The budget covers mitigation activities, trainings, awareness and communication material, staffing, third-party validation and monitoring, as well as the formulation, implementation, and monitoring of ESMPs and RAPs.
Once finalized, the safeguard documents, including the ESMF, the Resettlement Policy Framework (RPF), and the EHCWMP, will be disclosed on the following platforms:

Hard copies will also be shared with the Balochistan Environmental Protection Agency (BEPA), project stakeholders, contractors, and civil society organizations. A copy will be placed in the PMUs and the Planning and Development Department.
