About the Department

School Education Department, Balochistan

Students in a government school classroom in Balochistan

The department discharges its mandate through eight attached bodies — the Directorate of Schools, Bureau of Curriculum & Extension Centres, Balochistan Textbook Board, Balochistan Examination & Assessment Commission, Provincial Institute of Teacher Education, Policy Planning & Implementation Unit, Balochistan Board of Intermediate & Secondary Education, and the Balochistan Education Foundation (BEF) — together with District Education Officers in every district of the province.

Vision

Every child of Balochistan in school, learning, and completing a full cycle of quality education — regardless of gender, geography, or circumstance.

Mission

To provide free, compulsory, and quality education to all children aged 5–16 as guaranteed by Article 25-A of the Constitution, through well-managed schools, qualified and supported teachers, a relevant curriculum, credible assessment, and evidence-based planning.

Education Sector Plan 2020–25 (BESP)

The department's work is guided by the Balochistan Education Sector Plan 2020–25, the province's five-year strategy for school education and TVET. The Plan puts the child at the centre of reform — with a particular emphasis on the girl child — and prioritises two goals and two enablers:

  • Learning — tackling the reading, numeracy and analytical-ability crisis through a better learning design (curriculum, language policy, textbooks), better teaching in the classroom, and child welfare.
  • Access & participation — bringing out-of-school children into education and keeping them there, with classroom-need-based planning instead of building-first expansion.
  • Governance & management — an efficient, accountable system from the Secretariat to the school, with effective monitoring.
  • Research & data — credible evidence (EMIS, assessments, research) driving plans and budgets.

Standards, capacity, gender inclusiveness and partnerships run as cross-cutting themes throughout the Plan. Education takes roughly 17–18% of the total provincial budget — marginally above the average for comparable countries — and the Plan's central argument is that this spending must translate into learning and participation, not buildings alone.
